SUMMARY:New Mexico Water Dialogue's 26th Annual Meeting
DESCRIPTION:BUILDING WATER RESILIENCE FOR NEW MEXICO COMMUNITIES\n\n\n\nThe New Mexico Water Dialogue has been holding annual\, statewide meetings for 25 years. This year we focus on building resilience.  \n\n\n\nAs our climate changes\, temperatures rise with greater extremes between hot and cold\, and droughts and floods become more severe.  Resilience is the capacity of a system to respond to disturbance by resisting damage and recovering quickly.   \n\n\n\nSpeakers include David Gutzler\, UNM\, an overview of what New Mexico can expect and Melinda Harm Benson\, UNM\, on resilience as a lens for governance.  \n\n\n\nDownload the draft agenda\n\n\n\nAnnual-Mtg-agenda-2020-w-speakers.pdfDownload\n\n\n\nPresentations from the 26th annual conference\n\n\n\nMelanie Stansbury\, NM State RepresentativeDownload\n\n\n\nDarryl Vigil\, Jicarilla Apache TribeDownload\n\n\n\nDavid S. SUMMARY:The Dialogue's 24th Annual Statewide Meeting
DESCRIPTION:BALANCING OUR WATER NEEDS: ADJUDICATION AND ALTERNATIVES \n\n\n\nThe New Mexico Water Dialogue has been holding annual\, statewide meetings for almost 25 years.  For these many years\, the focus has been on working to ensure that New Mexico has a reliable water supply.  We have talked about how to plan\, accountability\, implementation\, economics\, declining water supply and increasing growth\, adaptation and resilience\, opportunities and challenges\, conflicts\, and political will.    \n\n\n\nWe can be proud that water management has improved over these years.  But all is not solved.  The state has yet to revise a skeletal water plan adopted in 2003\, and there are statewide problems that have not been resolved\, among them adjudications\, federal mandates\, interbasin water transfers\, reliable data\, and long-term water availability.  \n\n\n\n  New Mexico Water Dialogue 24th Annual Meeting Balancing Our Water Needs: Adjudication and Alternatives January 11\, 20188:00 am to 4:30 pmIndian Pueblo Cultural Center2401 12th St. NW\, Albuquerque\, NM 87104ANNOTATED AGENDA with Links to Presentations8:00 – 8:30      Registration8:30 to 8:45    Welcome and Introductions – Jason John\, President\, and Lucy Moore\, Facilitator and Co-                                    Founder of the New Mexico Water Dialogue8:45 to 9:30     Keynote                        Reed D. SUMMARY:23rd Annual Statewide Meeting
DESCRIPTION:“Toward a More Relevant State Water Plan”\n\n\n\n\n\nMaterials from the meeting are available in the Library. \n\n\n\nThe issue of ensuring a reliable water supply for New Mexico has been the focus of water planning for over 30 years.  In 2003\, the legislature enacted provisions for “a comprehensive state water plan.”  A skeletal state water plan was adopted that same year.  Finally this year\, the Interstate Stream Commission began the process of working toward a comprehensive state water plan. It is not clear what that means\, but it will be substantially different than the one adopted in 2003.  \n\n\n\nThere are clearly issues that affect the entire state and require uniform statewide policies to improve water management.  Those issues\, such as adjudications\, federal mandates\, and use of saline and brackish waters\, need to be identified. \n\n\n\n Other approaches are needed that vary in response to the many different climates\, cultures and economies of this diverse state.  Many of these are addressed in regional water plans.  For two separate time periods – from the 1987 to 2008 and from 2013 to 2016 – the state divided itself into 16 distinct regional planning areas that will have completed two sets of planning documents by early 2017.  Other issues must be left to local communities and organizations to resolve. \n\n\n\n And finally\, there are issues that will require collaboration and coordination between the state\, regions\, and local governments.  These include water transfers\, drought and flood management\, watershed management\, aquifer storage and recovery\, among others. \n\n\n\n Join the Dialogue in a discussion of where we have come since 1987 when the legislature required regional water plans and what challenges the state\, regions and local communities faces that need to be addressed in a revised state water plan.  \n\n\n\nBackground materials prepared by New Mexico First\, our partner for this year’s Annual Statewide Meeting\, can be read here.\n\n\n\nMore information about this event…Related content23rd Annual Statewide Meeting – Agenda [as of 12/7/16]

SUMMARY:Dialogue 22nd Annual Statewide Meeting
DESCRIPTION:Planning: How Can It Make a Difference? \n\n\n\nTo see the agenda and to download or view slide presentations and listen to audio files from the 22nd Annual Statewide Meeting\, go here. \n\n\n\nThe New Mexico legislature enacted statutes in 1987 that created a regional water planning (RWP) framework.  The first regional water plans weren’t accepted by the Interstate Stream Commission (ISC) until 1999; the last in 2008.  In 2013\, the ISC initiated a new round of regional water planning. As a result of work undertaken so far\, each of the 16 regions will receive drafts of an updated regional water plan – prepared largely by ISC consultants and staff – late this fall and early winter.   \n\n\n\nThe 22nd Annual Statewide Meeting provided an opportunity to address several issues that relate to improving both the planning process and its outcomes. How can regions better integrate ongoing planning with implementation? How can we strengthen processes to assure adequate representation of the values and concerns each region’s diverse people? How can our institutions for governing and managing our water resources become more nimble and responsive to accelerating climate change impacts? How can RWP help the State better address funding for needed projects?  And finally\, how can we enhance dialogue\, cooperation\, and coordinated action among local\, regional\, state\, and federal actors – that is\, how can regional water planning make a difference?
